National Central University (NCU) is one of the seven research universities selected by the Ministry of Education, Taiwan. The University has been growing rapidly in recent years, and has dedicated its efforts to maintaining a scholarly atmosphere and improving teaching and research quality. During the past two years, the University has been granted a subsidy of NT$0.6 billion per year from the government for promoting the First-class Universities and Top-level Research Centers. All the faculty and students have made the best use of the funds to diligently and prudently develop more academic features based on their learning. In such a short time, the University’s administration, elite research, and overall teaching have already gained groundbreaking achievements. In 2005, The Ministry of Education authorized Taiwan Assessment and Evaluation Association (TAEA) to conduct a university assessment and evaluation report. The report indicated that NCU had a number of self-contained fields, including: earth sciences, remote sensing technology, astronomy, hydrology, and hazard mitigation and prevention. The University, therefore, is determined to reinforce basic and applied research, hoping to become a model of sustainable development for Taiwan and the world’s educational organizations. In the field of natural sciences, we have the best faculty, who have been dedicated to a few leading research fields, and have achieved greater academic and professional accomplishments. Regarding the fields of humanity, arts, and social sciences, the features of performance arts, memory research, knowledge management, and learning technology have been integrated into areas that combine both theories and practical applications. After two years of planning and operation, the development direction has been established. The solid foundation built by the Center for Space and Remote Sensing Research, the Graduate Institute of Space Science, and the Graduate Institute of Astronomy, together with the outstanding research in optics and photonics technologies, are integrated into five fields: Earth System Sciences and Environmental Technology, Plasma Sciences and Complex Systems, Humanities and Digital Technology, Space Science Technology and Astronomy, and Optics and Optoelectronics. By uniting our human and material resources, we aim to pursue groundbreaking performance. Regarding “Excellent Teaching,” the University’s General Education Core Courses are designed on the basis of outstanding education for freshmen. NCU has enthusiastically initiated cooperation with the University System of Taiwan and industrial, governmental, and academic circles in the Taoyuan area. The University has also observed the regulations and organizations of the world’s top universities, and has strived to transform and upgrade the general education that had already performed well in the TAEA assessment. We believe that with the efforts of the faculty and students, we will be able to cultivate professional, knowledgeable, and literate young leaders for the country within the foreseeable future. It is encouraging that during the first two years of the five-year Plan to Develop First-class Universities and Top-level Research Centers, NCU’s overall development has already shown the signs of advancing towards becoming one of the top universities in the world. Therefore, we obtain the evaluation result “Excellent Grade” from the Ministry of Education and a subsidy of NT$0.7 billion per year since the third year of the project.
To promote this academic plan, the University has endeavored to consolidate its international position as a research university with great academic performance in the elite research fields. The perspectives and achievements of Earth System Sciences and Environmental Technology can help people understand the Earth’s changes (e.g., the greenhouse effect), generate new knowledge, and protect our local environment and the whole world. The integration of space, remote sensing technology, and astronomy in Space Science Technology and Astronomy can facilitate the establishment of a teaching and research center. In Plasma Sciences and Complex Systems, plasma, soft matter, biophysics, and computational physics are integrated to promote cross-studies, building the ground for innovative teaching and research in mathematics, biotechnology, and engineering. Optics and Optoelectronics can help cultivate experts for the booming photonic industry, and assist NCU to become a model of university and industry liaison system. In Humanities and Digital Technology, “digital learning” and “new humanity and social development” have been combined to reflect a new aspect of merging classic humanities with business management in the 21st century. Although the budget is merely adequate in the beginning, it is crucial for the University to make a breakthrough. Therefore, we have been very prudent in using the budget, and learning from other top universities in Taiwan and Asia. In the next 3 years, we will constantly introspect, review, and strive for the best results. We hope when the five-year plan is due, we will, as expected, have cultivated elites equipped with science and culture discipline as well as innovation and leadership.

Execution Strategies and Measures
Higher Education Macro-Plan – Advancing Higher Education’s International Competitiveness and Plan to Develop First-class Universities and Top-level Research Centers have upgraded the academic standard of higher education in Taiwan. During these years, NCU has been working together with the government and integrating important research fields into five acknowledged fields: Earth System Sciences and Environmental Technology, Plasma Sciences and Complex Systems, Humanities and Digital Technology, Space Science Technology and Astronomy, and Optics and Optoelectronics.At the end of 2005, the Ministry of Education launched the Plan to Develop First-class Universities and Top-level Research Centers. Under intense competition among the country’s numerous colleges and universities, NCU was ranked 6th and received NT$0.6 billion/year for the first two years. Although the subsidy is far less than the amount required for upgrading NCU to the top tier in the world, the faculty and students still try to do their utmost, trusting that education authorities, the public, and other students will acknowledge our performance.The University started to make an action plan and formulate evaluation and assessment measures upon receiving the Ministry of Education’s approval of subsidization. Currently, the “Advisory Committee” and the “Execution Committee” have been established to advise, monitor, and implement the plan. The members of the “Advisory Committee,” selected by the President from among distinguished scholars and experts, will provide advice on development direction and strategies for raising teaching and research quality.

The “Execution Committee,” the key to implementing the plan, is responsible for upgrading teaching and research quality, improving administrative efficiency, and allocating budgets. Considering the main future development of this plan, the Committee has established four teams: “Excellent Teaching,” “Elite Research,” “Infrastructure,” and “Administrative Support.” Each team takes charge of coordination, execution and resource integration in their respective area. To maintain the Committee’s overall flexibility and efficiency, a standing committee has also been set up to discuss strategies for uncontroversial and urgent issues before reaching an agreement for the Execution Committee to ratify.

To realize the spirit and expectation of the Plan to Develop First-class Universities and Top-level Research Centers, the University has selected the abovementioned five principal fields to promote other special research fields with development potential. Each college’s administrative manager, who is familiar with the academic development of the college, will assist the President in planning the development of the special fields.

The R&D Team in the Execution Committee will make action plans, including: application, assessment, execution, budget control, and self evaluation. Also, regulations related to the Plan to Develop First-class Universities and Top-level Research Centers, budget use norms, forms of application, assessment, budget use reports, and mid-term and final reports etc. are all organized and placed on the University’s exclusive Plan to Develop First-class Universities and Top-level Research Centers website for the executive of each project to complete online. All information acquired will be collected for mid-term and final presentations. In addition to providing forms, this website will also serve as a platform of project progress control and information release.

Project self-evaluation will be conducted every half a year, and the Advisory Committee will give advice on executive performance. The whole university will cautiously and strictly examine project progress and achievements, as well as accept criticisms and opinions honestly to improve ourselves. We expect NCU to continue to grow while implementing the Plan to Develop First-class Universities and Top-level Research Centers and that would become the cornerstone for placing NCU in the world’s top 100. Our ultimate goal is to lead Taiwan’s higher education organizations to pursue the best possible results.

Article 1    Objective
In order to assist and supervise the implementation and performance of “Plan to Develop First-class Universities and Top-level Research Centers” (the “Plan”), National Central University (the “University”) has established the Plan Advisory Committee (the “Committee”).

Article 2    Members and Term of Service

The Committee comprises 10 to 20 members, who are selected by the President from among internationally distinguished scholars and experts. The term of service is 3 years and is renewable.
The President will select one member from the Committee as an organizer.Article 3    Responsibilities
The responsibilities of the Committee are as follows:
1.    Provide the development direction of teaching and research for the University to execute the Plan, and give advice on the strategies for upgrading teaching quality and research performance.
2.    Guide the University to achieve scheduled progress of the Plan and assess performance.Article 4    Conference
The Committee will hold a conference at least once a year; the organizer can call a temporary conference when necessary.

Article 5    Staff
The Secretariat will serve as the staff unit of the Committee, and the University’s General Secretary will be the executive secretary of the Committee.

Article 6    Implementation and Modification

The Measures are effective upon approval in the administrative meeting, as is the case for modifications.

Article 1    Objective
In order to implement the “Plan to Develop First-class Universities and Top-level Research Centers” (the “Plan”), National Central University (the “University”) has established the Plan Execution Committee (the “Committee”).Article 2    Members
The Committee comprises the members of the administrative meeting.Article 3    Responsibilities
The responsibilities of the Committee are as follows:

1.    Plan administrative measures for the University to implement the Plan.
2.    Help the University build performance upgrading mechanisms for the Plan.
3.    Examine the budget use of the Plan.
4.    Guide the University to build a reasonable and effective budget control mechanism.
5.    Help units in charge of research performance of the Plan coordinate and control project progress.
6.    Audit the University’s overall performance of the Plan.

Budget use is examined by the Committee and confirmed by the Chairman, and is effective upon the President’s approval.

Article 4    Standing Committee
The Committee has established a standing committee, which comprises the organizers of the Teams and related faculty. The President can call a meeting when necessary.
The Standing Committee is responsible for coordinating and integrating the Teams. The Standing Committee’s resolutions should be approved or confirmed by the Execution Committee.

Article 5    Working Teams of the Committee
To effectively implement the Plan, working teams with different goals have been established. The organizer of each team is designated according to job responsibilities, as follows:

1.    Research and Development Team: the Dean of Research & Development.
2.    Excellent Teaching Team: the Dean of Academic Affairs.
3.    Infrastructure Team: the Dean of General Administration.
4.    Administrative Support Team: the General Secretary.
The organizer of each team can, depending on actual necessities, make a list of team members for the President’s approval.

Article 6    Conference
The Committee will hold a meeting at least every three months.
The President will be the organizer of the Committee and chair the meeting. When the President is absent, the Deputy President can act on-behalf of the President. If the Deputy President is also absent, the attendant members can elect one member to chair the meeting.
When examining each case, the Committee can invite related staff to attend the meeting.

Article 7    Implementation and Modification
The Measures is effective upon approval in the administrative meeting, as is the case for modifications.

National Central University has prudently decided to integrate research fields of development potential into five fields: Earth System Sciences and Environmental Technology, Space Science Technology and Astronomy, Plasma Sciences and Complex Systems, Optics and Optoelectronics, and Humanities and Digital Technology. Through these five fields, the University strives to raise its overall academic level to internationally recognized standards. Earth system science and environmental and space technology will help us understand and protect the world and Taiwan’s environment; plasma technology and complex systems are the foundation of studying and consolidating basic sciences in the 21st century; Optics and Optoelectronics combine NCU’s specialties and related development in Taiwan to research and apply basic sciences and engineering; Humanities and Digital Technology integrate studies on technology and humanities, especially on innovative development in digital learning, culture, arts, society, and management.

   NCU, in a leading position in Asia in these five fields, has outstanding research teams and has enjoyed brilliant achievements in recent large-scale projects. The University has also made a clear blueprint for future development, and is confident of achieving our goals.

Excellent Teaching and Elite Cultivation
Education is a long-term investment and the foundation of a country. The Ministry of Education offers NT$ 50 billion for 5 years to promote the Plan to Develop First-class Universities and Top-level Research Centers, which is timely support for the beneficiary universities. NCU understands the importance of teaching for a top university, and therefore has invested abundant resources in improving infrastructure. In the first year of the five-year plan, NCU budgeted for the Excellent Teaching Plan. In the second year, we also reorganized our resources, introduced reformation, and promoted achievements to build a solid foundation for the five-year plan, establish systems for sustainable development, and cultivate experts.Based on our current fine teaching, the University has made innovative plans and measures to rapidly carry out all teaching points and international learning, upgrading the University’s overall teaching quality and energy. In the next five years, the development strategies are to make full use of our current teaching foundation and add creativity into general education and professional courses. We will also reinforce e-resources, share teaching and research resources, improve professors’ teaching development, expand students’ learning support mechanisms, develop popular science education, as well as reinforce life education and extra-curricular interests. With the financial support of the Plan to Develop First-class Universities and Top-level Research Centers, NCU will be able to achieve the above goals, recruit students with exceptional performance, and transform them into social elites through innovative teaching and learning plans.“Excellent Teaching Plan” is actually a general term for our goals and vision. Each sub-plan has specific features, attributes, and execution units. They are designed to complement each other and reach the following goals: 1. Improve the teaching environment to meet faculty’s and students’ needs (e.g., Improving Colleges’ Teaching Facilities Plan); 2. Realize the idea of “comprehensive education” (e.g., General Education Upgrading Plan, NCU General Education Core Course Introduction Plan, and Service Learning Plan); 3. Realize the ideal of “combining teaching and research” to create an opportunity for university students to develop interests in research earlier (e.g., University Project Practice Plan, College Featured Courses Plan, and Upgrading English Proficiency Plan); 4. Help teachers acquire teaching knowledge and innovate teaching methods and materials (e.g., Teaching Development Plan, Subsidies for New Teachers Plan, and Innovative Teaching Plan); 5. Introduce learning technology and raise teaching effects (e.g., Blackboard Plan and Multimedia Teaching Lab Plan). In general, each sub-plan has the same goal – combining teaching and research. Apart from pursuing top research performance, the University also emphasizes teaching, invests in teachers, and shows concern for students. Our ultimate goal is to offer comprehensive education and cultivate elites for the country.

The library resources development project, included in the Plan to Develop First-class Universities and Top-level Research Centers, aims to consolidate the foundation of the NCU library, reinforce its function to support the University’s teaching and research, and play a key role in promoting reading. The points of the project are as follows: enrich the library’s collections and create special features; improve collection and reading space and raise the level of the information system; and focus on knowledge management and circulation.
Humanities and Digital Technology
Taiwan ranks in the top three in the world in terms of publishing paper number and times cited on digital learning, according to ISI. NCU also has great influence on international research on e-learning. The “Humanities and Digital Technology” team combines three colleges (one department and three graduate institutes) and cooperates with many top e-learning labs in North America and the Network of Excellence in Europe. NCU is also the home base of Global One-on-One e-learners Alliance, Asia-Pacific Society for Computers in Education, and Global Chinese Society for Computers in Education. Additionally, NCU also leads the National Science and Technology Program for e-Learning and has established a first-phase office and a second-phase office division. “Elite” was selected as the topic of the new cultural and social development; the humanities research team was the first group using “memory” as a name in the Asia-Pacific area. Some of the team members still direct Asian New Humanities Net’s annual “Memory” seminars; others continue publishing research and weekly newspaper and radiate great academic creativity and influence. The Information Management-based “Knowledge and Innovation Management” has successfully completed the project of nine international management masters’ visits to NCU, which was a great event in academia. Furthermore, the Humanities Center, Taiwan Humanities League, and the well-known ERP Center are also special packages in this field. In other words, breakthroughs in topic selection, human resources, organization, and connection to the world support NCU’s global competitiveness.
